Douglas Bruce is the author of the Colorado Springs Taxpayer's Bill of Rights (TABOR) Amendment and wrote the Election Reform Amendment and TaxCut and a city tax cut pettition, which lowered property, utility and sales taxes. He, then, was elected El Paso County Comissioner in District 2. Bruce graduated from Pomona College with dual majors in History and Government, he also graduated from the University of South California as Scholarship law student.
